MUNICIPALITY

Administrative role: Any new individual water-taking permits work is subject to authorization from the local or regional municipality of the territory in which the work will be developed. The tasks of the municipal officer necessarily include an administrative aspect, since they must ensure compliance with regulatory requirements before issuing the municipal permit. The municipal officer must:

  • Ensure that the water drilling project requires municipal authorization.
  • Ensure that the authorization request contains all the information required for the analysis of the file.
  • Ensure that the distances indicated in the location diagram comply with the Regulation respecting groundwater capture.
  • Check if the project is in a flood zone. If so, the municipal officer must ensure that the water drilling structure will be developed in accordance with regulatory requirements.

Verifier role: Before issuing a municipal permit for the development of a water drilling work, verifications may be necessary to ensure that the distances separating the proposed well from the wastewater treatment systems of neighboring residences are respected. Field visits may also be necessary to ensure compliance with the minimum distance of 30 meters from a cultivated plot.

Informant role: Municipal officers also must play an informant role as they interact with citizens living within the limits of their municipality. THE WELL DIGGER

  • Ensure that the casing is covered with one of the required conformity marks.
  • Provide new equipment (casing, driving shoes, etc.).
  • Ensure that the tubing has a minimum length of 5.3 meters.
  • Ensure that the casing exceeds the ground surface by at least 30 cm.
  • Drill to a diameter at least 10 cm greater than the nominal diameter of the casing, install the casing at least 5 meters deep from the ground surface, and seal the annular space when required.
  • Cover the well with a lid preventing the infiltration of contaminants into the well structure.

Did you know that…

Sealing the well consists more watertight against any infiltration of surface water in order to prevent contamination from liquids and bacteria.

Here are the distances to respect to protect your well:

  • The installation must be located at 30 m or more from a leaky wastewater treatment system or, if the well is sealed in accordance with section 19, at a distance of 15 m or more from such a system.
  • Even if the well is sealed, you still can’t be closer than 30 meters from a leaky wastewater treatment system, If the configuration of the land allows the distance of 30 meters to be respected.
  • The well needs to be located 15 meters from a sealed wastewater treatment system (septic tank).
  • The well needs to be located at a minimum of 10 meters from a watercourse (lake, river, pond, river, etc.).
  • The well needs to be 30 meters from a cultivated plot, a cultivated and fertilized field.

If the natural rock is less than five (5) meters from the natural surface of the ground, your well will need to be sealed. You cannot, under any circumstances, create a mound or raise the surface of the ground at the drilling site to avoid the sealing. The way to proceed to seal a well:

We drill a 10 inch diameter hole in the first 5 meters of drilling downwards and then we fill the space between the wall of rock and the steel casing, with a compound called bentonite which will make this space completely watertight.

Be aware that the well digger cannot ensure the integrity of the sealing material on the first 2 meters of the ground surface, for two reasons.

  • Because the bentonite collar can partially sag in the hours following its installation.

CUSTOMER CHECK AID BEFORE DRILLING A WELL

Documents to submit

  • A copy of the permit (long version) for groundwater collection obtained from the municipality where the work is planned,
